What this filing actually does

Form 15CA is your declaration to the Income Tax Department before money leaves India — it states the payment is tax-compliant.
Form 15CB is a certificate from a chartered accountant confirming the correct tax has been deducted on the remittance.
Banks will not process most foreign remittances without the 15CA acknowledgement in hand.
It is a per-remittance filing, driven by Section 195 and Rule 37BB — not an annual return.
