FSSAI Basic Registration

Is FSSAI Basic Registration right for your business?
You need Basic Registration if any of these fit:
- You run a petty food business — hawker, itinerant vendor, thela, tea stall, juice stall, temporary food stall — and your annual turnover is within Rs 1.5 crore.
- You are a home baker, tiffin service or home cook selling on Instagram, WhatsApp or through word of mouth.
- You sell homemade food through Swiggy, Zomato or an e-commerce marketplace as a small seller within the turnover ceiling.
- You run a small retail food shop, dairy booth, meat or fish stall, or a small-scale repacker within the turnover limit.
You need a State or Central License instead if:
- Your annual turnover exceeds Rs 1.5 crore — the State License tier starts there and runs to Rs 50 crore.
- You import or export food products, operate in more than one state, or sell food through your own e-commerce platform — these need a Central License regardless of turnover.
- You manufacture nutraceuticals, infant food or other categories the regulations push to the Central tier.
A note on the April 2026 change: if you currently hold a State License but your turnover is under Rs 1.5 crore, you may be eligible to move down to Basic Registration at renewal — check the current FSSAI migration guidance before your next renewal cycle. [NEEDS VERIFICATION — confirm FSSAI's migration procedure for existing licensees at publish time]

What must be decided before applying
Your Kind of Business (KoB). FoSCoS asks you to pick the category that describes your operation — petty retailer, hawker, home-based seller, dairy unit, meat shop, and so on. The KoB determines which form sections apply and, at higher tiers, the fee. Pick the closest honest match; a wrong KoB is a common reason for applications being sent back.
How many years to take. Registration can be granted for 1 to 5 years, and the fee is Rs 100 per year. A 5-year registration costs Rs 500 total and means you do not think about renewal for half a decade. For a stable home business, the longer tenure is the sensible default.
The food categories you deal in. The form asks for a declaration of the food products you manufacture, sell or handle. List them accurately — the registration covers what you declare, and adding very different product lines later is cleaner as a modification than as an afterthought.
Whose name and address go on it. The registration is tied to the person and the premises. If you operate from home, the home address is the business address. If you shift premises, the registration needs a modification — it does not automatically travel with you.

Advantages of FSSAI Basic Registration
Legal permission to sell, at the lowest fee in the system
Rs 100 a year is less than the cost of a single day's ingredients for most food businesses, and it buys the one thing no food seller can operate without — legal standing under the Food Safety and Standards Act. The alternative is operating in violation of Section 31, with Section 63 penalties hanging over every sale.
Platform access — Swiggy, Zomato, marketplaces
Food delivery and e-commerce platforms verify FSSAI numbers during seller onboarding. Without one, the listing does not go live; with an expired one, the listing gets suspended. Basic Registration is the accepted credential for small sellers on every major platform.
Customer trust you can print
The 14-digit FSSAI number goes on your packaging, your menu, your Instagram bio. Customers have learned to look for it, and its absence reads as a warning. For a home brand competing with established names, that number is the cheapest trust signal available.
No inspector visit, no lab reports
Unlike the license tiers, Basic Registration is a document-based process — photo, ID, address proof, declaration. There is no premises inspection and no product testing in the standard flow, which is why the timeline is measured in days, not months.
The April 2026 ceiling brings growing businesses in
The jump from Rs 12 lakh to Rs 1.5 crore means businesses that would previously have needed a State License — with its higher fees, inspections and paperwork — now qualify for the basic tier. If your turnover sits between the old and new ceilings, this is the single biggest compliance simplification available to you this year.
A foundation for everything that follows
GST registration, shop establishment registration, marketplace seller accounts and even bank current accounts for the business all go smoother with an FSSAI number already in hand. It is the first domino in the small-food-business paperwork chain.
Renewal is as simple as the first application
The same Form A flow, the same Rs 100 per year, filed on FoSCoS before expiry. Businesses that take the 5-year tenure and calendar the renewal date effectively put this compliance on autopilot.

Documents required for FSSAI Basic Registration
Identity: a passport-size photograph of the applicant, plus a government-issued photo ID — Aadhaar, PAN or Voter ID.
Address: proof of the business premises address. If you operate from home, your residential address proof works. If the address on your photo ID differs from the business address, attach separate address proof for the premises.
Business declaration: the Form A declaration of the Kind of Business and the food categories you handle. For most petty businesses this is a straightforward self-declaration — no CA certificate, no audited statements.
If the premises is rented: a rent agreement and, where the form asks, a no-objection note from the owner. Home businesses operating from owned or family premises do not need this.
That is genuinely the whole list for the basic tier. If anyone tells you a home baker needs lab reports or a food safety management plan for Basic Registration, they are describing the license tiers, not this one.

FSSAI Basic Registration process — step by step
Step 1: Go to FoSCoS and start a registration application
Visit foscos.fssai.gov.in and choose the option to apply for a Registration Certificate (as distinct from a License). Enter your email or mobile number, complete the OTP verification, and select your state — the application routes to your state's food safety department.
Step 2: Select your Kind of Business
Read through the group heads and pick the Kind of Business that matches your operation. Take a moment here — this selection drives the rest of the form, and a mismatch is the most common reason applications get reverted for correction.
Step 3: Fill Form A
Complete all mandatory fields: applicant details, business details, address, food categories handled, and the validity period you want (1 to 5 years). The form is short by design — most applicants finish it in one sitting.
Step 4: Upload documents and pay Rs 100 per year
Upload the photo, photo ID and address proof in the specified formats. Pay the fee online — Rs 100 multiplied by the number of years selected. On successful payment, the system generates a receipt with a 17-digit reference number. Save it; it is your tracking key.
Step 5: Department scrutiny
The application goes to the designated officer of your state's food safety department. For the basic tier this is a document check, not an inspection. If something is unclear, the status shows as "reverted" — respond within 30 days with the correction or the application can be rejected.
Step 6: Download the certificate
On approval — typically within 7 to 10 working days, or about 48 hours under the Tatkal scheme — the registration certificate is available for download on FoSCoS. It carries your 14-digit FSSAI number, the validity period and the registered details. Print it, frame it at the premises if you have one, and start using the number on packaging and platform listings.
---
How long does it take?
Standard track: 7 to 10 working days from a complete application to certificate download. Tatkal track: around 48 hours for applicants who need it urgently. The clock runs on application completeness — a wrong Kind of Business selection or a blurry ID upload that triggers a revert adds the correction cycle to the timeline. File it right the first time and the basic tier is one of the fastest government registrations in the food sector.

How ComplyKart helps in this entire process
Eligibility check. We confirm you genuinely fall in the Basic tier under the April 2026 thresholds — and flag it early if your turnover, product category or multi-state plans actually need a State or Central License, so you do not waste weeks on the wrong application.
Form A filing. We complete the FoSCoS application end to end: KoB selection, form fields, document uploads in the right formats, fee payment and reference-number tracking.
Revert handling. If the department sends the application back with a query, we respond with the correction inside the 30-day window and keep the file moving.
Post-registration setup. We get the 14-digit number onto your packaging, platform listings and records correctly, and calendar your renewal date so the Rs 100/day late penalty never becomes your problem.
What we do not do: we cannot get a registration issued for a business that actually needs a license tier, and we do not help anyone operate while unregistered.
---
What happens after the registration arrives
In the first 30 days: put the 14-digit FSSAI number everywhere it belongs — product packaging and labels, your Swiggy/Zomato/marketplace seller profiles, your menu or rate card, your social media business bio. If you have a physical stall or shop, display the certificate where customers can see it. Update any platform listing that was pending on the number.
In the first 6 months: settle into the basic hygiene discipline the regulations expect — clean premises, safe water, proper storage, personal hygiene of food handlers. The registration does not require an inspection, but food safety officers can still visit and check conditions. Keep your purchase bills filed; they are the simplest proof of a clean supply chain.
---
The recurring compliance you are signing up for
Renewal before expiry: file the renewal at least 30 days before the certificate expires, on FoSCoS, at Rs 100 per year. Miss the window and the late fee is Rs 100 per day until you file — which quickly exceeds the cost of the registration itself.
Modification on change: if you change premises, add significantly different product lines, or change the business constitution, file a modification rather than letting the certificate drift out of sync with reality.
Annual returns — usually not for this tier: the Form D-1 annual return obligation applies to licensed manufacturers and importers, not to basic-tier petty businesses. If you graduate to a license tier later, the return becomes part of your calendar. [NEEDS VERIFICATION — confirm current return applicability thresholds at publish time]
Display discipline: the FSSAI number stays on packaging and at the premises for the life of the business. An expired number on a pack is worse than no number — it signals a lapsed compliance.

Basic vs State vs Central — the 3-tier comparison (April 2026 thresholds)
This is the section most applicants actually need, because picking the wrong tier is the single most common FSSAI mistake.
Basic Registration — up to Rs 1.5 crore turnover. Form A, Rs 100/year, document-based, no inspection in the standard flow. For petty food businesses: hawkers, thelas, tea and juice stalls, home bakers, tiffin services, small retailers, dairy and meat booths. This is the tier this page covers.
State License — Rs 1.5 crore to Rs 50 crore turnover. Form B, Rs 2,000 to Rs 5,000/year depending on the business type. For restaurants, mid-size manufacturers, single-state distributors, larger cloud kitchens. The department may inspect the premises before grant.
Central License — above Rs 50 crore, or special categories regardless of turnover. Form B, Rs 7,500/year. For large manufacturers, importers, exporters, businesses operating in more than one state, e-commerce food businesses, and 5-star hotels. Inspection is part of the process.
The special-category trap: import/export, multi-state operations and e-commerce food businesses need a Central License even if their turnover is tiny. A Rs 20-lakh-turnover importer does not qualify for Basic Registration — the activity, not the turnover, decides. Similarly, Swiggy and Zomato as platforms hold Central Licenses; that does not cover their listed sellers, who need their own registration or license.
When to move up: watch your turnover as you grow. Crossing Rs 1.5 crore means the next renewal should be a State License application, not a Basic renewal. Operating on a Basic Registration above the ceiling is the same violation as operating unregistered.

FAQ
Frequently asked questions
20 answers from our consultants.
Yes. Section 31 of the Food Safety and Standards Act, 2006 requires every food business operator — no matter how small — to hold registration or a license. There is no de minimis exemption for home businesses. The basic tier exists precisely so that compliance costs a home baker Rs 100 a year instead of thousands.
Up to Rs 1.5 crore per year, with effect from 1 April 2026 (FSSAI order dated 13 March 2026). Before that date the ceiling was Rs 12 lakh. If you see older articles quoting Rs 12 lakh, they predate the revision.
Yes — you are a food business operator selling food to consumers, which squarely needs Basic Registration. The Rs 100 fee and the Form A process take less time than a week of order packing.
The Food Safety Compliance System — FSSAI's online portal at foscos.fssai.gov.in — where all registrations and licenses are applied for, paid for, tracked and downloaded. It replaced the older FLRS system in June 2020.
Registration (Form A) is the lighter tier: fewer documents, no inspection in the standard flow, Rs 100/year. A license (Form B, State or Central) involves deeper scrutiny, possible inspection, and higher fees. The tier you need is decided by turnover and business activity.
Only if you chose a 1-year validity. You can take up to 5 years at the time of application — a 5-year Basic Registration costs Rs 500 in government fees and needs no further action until renewal.
Rs 100 per day from the expiry date until the renewal application is filed, under the Licensing and Registration Regulations. File at least 30 days before expiry and the question never arises.
Not automatically. A change of premises needs a modification application on FoSCoS so the registered address matches where food is actually handled. Operating from an unregistered address while the certificate shows the old one is a compliance gap.
No. The basic tier does not require GST registration — the document set is photo, photo ID and address proof. (If your turnover crosses GST thresholds, that is a separate obligation.)
In the standard flow, no — it is a document-based process. That does not mean food safety officers can never visit; they retain enforcement powers and can inspect conditions. The registration gets you in the door without an inspection; hygiene keeps you out of trouble after.
The unique identifier issued with your registration or license. It goes on food packaging, at the business premises, and on platform listings. Customers and enforcement officers both use it to verify that a food business is registered.
Each premises needs its own registration. FSSAI registration is premises-specific — a second stall at a different address is a second application.
The department has sent it back with a query — usually a document issue or a wrong Kind of Business selection. Respond with the correction within 30 days; beyond that the application can be rejected and you start over.
An expedited processing option targeting certificate issuance in about 48 hours, for applicants who need the number urgently — typically to meet a platform onboarding or contract deadline. [NEEDS VERIFICATION — confirm current Tatkal availability and fee at publish time]
FoSTaC (Food Safety Training and Certification) — the supervisor-training programme — is built around licensed establishments with its trained-supervisor ratios. For basic-tier petty businesses it is strongly recommended as good practice rather than a filing prerequisite, but requirements evolve, so confirm the current position for your category. [NEEDS VERIFICATION]
Yes. Proprietorships, partnerships, LLPs and companies can all hold Basic Registration within the turnover ceiling. The constitution documents go with the application, but the fee and the form stay the same.
In principle the April 2026 thresholds make you eligible for the basic tier. Whether FSSAI's system supports a direct downgrade at renewal or needs a fresh application is a procedural point to confirm before your renewal window. [NEEDS VERIFICATION — confirm migration procedure at publish time]
Small-scale manufacturing within the turnover ceiling can be covered under Basic Registration with the correct Kind of Business selected. Larger or specialised manufacturing — particularly of nutraceuticals, infant foods or proprietary foods — is pushed to the license tiers.
Form D-1 is the annual return for licensed food manufacturers and importers, due for the previous financial year. Basic-tier petty businesses are not in its filing net. If you later move to a license, calendar it.
Bad two ways: you are operating without valid registration (Section 63 exposure), and the expired number on packs is documentary evidence of it. Renew immediately — the Rs 100/day late fee is painful but far cheaper than the alternative. Do not print new packaging until the renewed certificate is in hand.
