RCMC Renewal

Is RCMC renewal right for your business?
A good fit if: you hold an RCMC that expires on 31 March of the current or next financial year; you claim or plan to claim RoDTEP, EPCG or Advance Authorisation benefits; you are a merchant exporter procuring goods at 0.1% GST; or you export under the GST LUT route and your council membership underpins your exporter credentials.
Consider alternatives or additions if: your RCMC has been expired for years and your product line has changed — a fresh RCMC from a different council may be cleaner than renewing the old one. If you only claim Duty Drawback, you do not need an RCMC at all — but check whether you are leaving RoDTEP money on the table first.
What this page does not cover: IEC issuance and modification (a separate DGFT service — see our IEC page), GST LUT filing mechanics, and the RoDTEP/EPCG schemes themselves. This page is about the certificate that unlocks those schemes: getting it, renewing it, and keeping it live.
New to RCMC? The five-minute primer
RCMC stands for Registration-cum-Membership Certificate: registration with, and membership of, the Export Promotion Council covering your product. India has roughly three dozen such bodies — Export Promotion Councils, Commodity Boards and Export Development Authorities — listed in Appendix 2T of the Foreign Trade Policy. Each looks after a product family: APEDA for agriculture and processed food, MPEDA for marine products, EEPC India for engineering goods, Pharmexcil for pharmaceuticals, GJEPC for gems and jewellery, TEXPROCIL and AEPC for textiles, the Tea, Coffee, Spices, Rubber and Tobacco Boards for their commodities, and FIEO — the apex body — which also issues RCMCs to multi-product exporters.
Do you need one? Legally, no — customs clears shipments on IEC alone. Practically, yes, for any Foreign Trade Policy benefit: RoDTEP, EPCG and Advance Authorisation all require a valid RCMC. The GST LUT facility and the merchant-exporter 0.1% GST procurement route lean on it too. Duty Drawback is the notable exception — a CBIC scheme that needs no RCMC.
How do you get one? File ANF 2C on the DGFT portal under the e-RCMC service, addressed to the correct council, with IEC, PAN, GST registration, entity documents and your HS-coded product list. The digital RCMC appears on your dashboard in roughly 7–10 working days. If you have never held one, apply before you need it — EPCG and Advance Authorisation applications will not move without it.
Which council issues your RCMC — the EPC-wise map
The single most common RCMC mistake is applying to the wrong council. The councils are product-specific, and the mapping lives in Appendix 2T of FTP 2023. The rule of thumb: follow the product that generates the majority of your export turnover.
Agriculture and food: APEDA covers agricultural and processed food products; MPEDA covers marine products. Tea, coffee, spices, rubber and tobacco each have their own statutory Commodity Boards.
Engineering and industrial: EEPC India covers engineering goods — machinery, auto components, pumps, electricals, builder's hardware. A 2023 amendment (DGFT Notification No. 18/2023) carved medical devices out into their own Export Promotion Council for Medical Devices; RCMCs EEPC had already issued for those items remain valid.
Textiles: TEXPROCIL for cotton textiles, AEPC for apparel, SRTEPC for synthetics and rayon, plus handloom, silk, wool and powerloom councils. Significant business in both cotton and synthetics may justify RCMCs from both TEXPROCIL and SRTEPC.
Chemicals and pharma: Chemexcil for basic chemicals, cosmetics and dyes; Capexil for chemicals and allied products; Pharmexcil for pharmaceuticals.
Others: GJEPC (gems and jewellery), the Council for Leather Exports, EPCH (handicrafts), Plexconcil (plastics), the Sports Goods and Carpet councils, Shellac, Cashew, and SEPC for services exporters.
No clear home — or many products: FIEO issues RCMC under its multi-product category. If your export basket spans several product families with no dominant line, FIEO is the practical answer.
One caution: council jurisdiction is decided by product, not by your registered office. Get the mapping wrong and the council will reject the application — or worse, issue an RCMC that a later EPCG application fails on.
The five-year validity — and the annual membership trap
Here is the part that deserves its own section, because it is where exporters lose benefits without realising it.
The certificate is valid for five financial years. The Foreign Trade Policy is precise: from 1 April of the licensing year in which the RCMC was issued, to 31 March of the licensing year five years later. An RCMC issued on 20 November 2024 is valid from 1 April 2024 to 31 March 2029. The renewal — effectively a fresh five-year certificate — must be applied for before 31 March of the final year.
But the certificate and the membership are two different things. The RCMC is the certificate; the membership is your subscription to the council. Several major councils — TEXPROCIL and EPCH among them — collect their membership subscription annually, every April, even while the RCMC certificate runs its five-year course. Miss the annual payment and your membership lapses: at TEXPROCIL, practitioners report that non-renewal can lead to automatic cancellation of the RCMC itself, not mere suspension — which means your FTP benefits stop until the certificate is reinstated, typically through a fresh application with re-issuance fees. EPCH's annual renewal falls due each 1 April and must be paid by 30 June.
The practical rule: track two dates, not one. The RCMC expiry date (31 March of the fifth year) and the annual membership renewal date (every April, council-dependent). We maintain both on every client's compliance calendar — the five-year renewal gets the attention, but the annual subscription is the one that quietly kills benefits.
Advantages of holding — and renewing — a valid RCMC
1. RoDTEP credits keep flowing
RoDTEP — Remission of Duties and Taxes on Exported Products — is the flagship FTP remission scheme, and RCMC is a mandatory precondition for claiming it. Let the RCMC lapse and your RoDTEP claims stop with it. For exporters in eligible product lines, that is real money left on the table every shipment.
2. EPCG authorisations stay accessible
The EPCG scheme's zero-duty capital goods imports require the applicant to hold a valid RCMC at the time of application. Machinery purchase decisions have long lead times; discovering your RCMC expired two months ago, in the middle of an EPCG application, is an expensive delay.
3. Advance Authorisation remains open
Duty-free import of inputs for export production under Advance Authorisation likewise needs the RCMC. Process exporters who live on input-duty savings cannot afford a gap.
4. The GST LUT route stays smooth
Exporting without payment of IGST under a Letter of Undertaking is a GST facility, but your exporter credentials — IEC plus RCMC — underpin it. A lapsed RCMC invites questions at exactly the wrong moment.
5. Merchant exporters keep the 0.1% GST procurement benefit
A merchant exporter with a valid RCMC can procure goods meant for export from a manufacturer at 0.1% GST instead of the regular rate. That cash-flow advantage disappears the day the certificate lapses.
6. Council services: trade fairs, delegations, market intelligence
Membership is not just a certificate. Councils organise buyer-seller meets, take delegations abroad, run export-marketing workshops and circulate government notifications affecting your product line. Renewal keeps you inside that information loop.
7. Credibility with buyers, banks and authorities
An RCMC from the recognised council for your product is a standard credential in export documentation — buyers, banks handling export finance and government departments all recognise it. A current certificate signals an exporter in good standing.
Documents required for RCMC renewal
Renewal documentation is lighter than a fresh application, but the council still verifies that your business credentials are current. Keep these ready:
Identity and entity documents: IEC copy; PAN of the firm; certificate of incorporation, partnership deed or LLP agreement (as applicable); memorandum and articles for companies; list of directors/partners with PAN.
Tax and bank documents: GST registration certificate for the registered office and branches; cancelled cheque or bank performance letter; Aadhaar of the authorised signatory.
Export-specific documents: the expiring/expired RCMC certificate; product list with ITC (HS) codes; Udyam registration where applicable (some councils ask for the NIC code); CA-certified export performance statement (EEPC India asks for this); council-specific declarations — for example, CEPC (carpets) asks for a notarised affidavit on non-use of child labour.
Authorisation for filing: board resolution or authorisation letter for the signatory; DSC or Aadhaar e-sign linked to the DGFT account for final submission.
What changes at renewal vs a fresh application: you do not re-prove your IEC or incorporation from scratch, but you must show the last RCMC, confirm that your product line and council mapping are still correct, and pay the renewal fee for the next five-year block. If your product mix has shifted materially since the last issue, say so — the council may advise a different product declaration rather than a mechanical renewal.
RCMC renewal — step by step
Step 1 — Confirm the correct council and your expiry date
Pull your current RCMC and note the expiry: 31 March of the fifth licensing year. Confirm the council still matches your dominant product line per Appendix 2T. If your exports have shifted — say from cotton textiles to synthetics — this is the moment to reconsider the council, not after filing.
Step 2 — Clear the annual membership position
Before the five-year renewal, check whether your annual membership subscription is current. If the council collects annually (TEXPROCIL, EPCH and several others do), pay any arrears first — a lapsed membership can stall or void the renewal.
Step 3 — Log in to the DGFT portal and open the e-RCMC service
The renewal is filed online through the DGFT portal's e-RCMC service, addressed to the same council that issued the current certificate. Select the renewal option rather than a fresh application.
Step 4 — Fill the application (ANF 2C) with updated particulars
Complete the form with current details: IEC, entity information, addresses, authorised signatory, and the product list with ITC (HS) codes. Attach the expiring RCMC and the updated documents from the checklist above. The form is substantially the same as a fresh application; the difference is the renewal flag and the prior certificate reference.
Step 5 — Pay the renewal fee
Pay the council's renewal/membership fee for the next five-year period through the portal. Fees vary by council and by exporter category (merchant vs manufacturer) — EPCH, for example, charges an annual renewal of ₹5,000 + 18% GST. Keep the payment reference; the council cross-checks it before approval.
Step 6 — E-sign and submit
Complete the submission with DSC or Aadhaar e-sign linked to your DGFT account. The declaration is the legal core of the filing — the signatory attests to the correctness of the particulars.
Step 7 — Respond to council queries, if any
The council reviews business credentials, IEC and GST records, the product list and fee payment. If it posts a query on the portal, respond with the clarification or document and resubmit. Most clean renewals clear this stage without queries.
Step 8 — Download the digital RCMC from the DGFT dashboard
On approval, the digital RCMC is issued and appears on your DGFT dashboard — typically within 7–10 working days of a complete submission. Some councils ask for self-attested originals to be submitted physically within 15 days of issuance; missing that deadline can invite suspension, so diarise it.
How long does it take?
A clean renewal — correct council, current membership, complete documents, fee paid — typically issues in 7–10 working days. Build in two to three weeks of buffer if documents need updating or the council raises queries. Start at least a month before 31 March of the expiry year; January is comfortable, the last week of March is not.
If the RCMC has already expired, add time: some councils process a lapsed renewal as a re-issuance with additional fees, stretching the timeline to three to four weeks.
Fees
Government and council fees for RCMC renewal are set by each council, not by DGFT. Indicative figures: EPCH charges ₹5,000 + 18% GST per year as its annual renewal fee; TEXPROCIL's annual member-exporter renewal is around ₹14,000 + 18% GST. Five-year block renewals typically fall in the ₹5,000–₹15,000 + GST range, with separate admission fees sometimes added on re-issuance after a lapse.
Our professional fee for managing a renewal — council mapping check, document collation, ANF 2C filing, query handling and dashboard confirmation — is quoted per engagement. Write to us with your council name and expiry date for an exact quote.
How ComplyKart helps
Mapping and calendar: we verify your product-to-council mapping against Appendix 2T, confirm your exact expiry date from the licensing-year arithmetic, and put both the five-year renewal and the annual membership dates on your compliance calendar.
Documentation: we collate the renewal set — IEC, PAN, GST, entity documents, product list with HS codes, council-specific declarations — and flag anything stale before filing.
Filing and follow-up: we file the e-RCMC renewal on the DGFT portal, pay the fee, e-sign, respond to council queries, and confirm the digital RCMC on your dashboard. Where the council wants physical originals within 15 days, we manage that dispatch too.
What we do not do: we do not choose your export products for you, we do not certify export performance figures (your CA does that), and we do not represent you in disputes with a council over membership cancellation — though we will brief your counsel with the complete file.
What happens after renewal
The new digital RCMC appears on your DGFT dashboard with validity running to 31 March five years out. Update your records everywhere the old validity was quoted: your exporter profile, any pending EPCG or Advance Authorisation applications, your GST LUT file, and your bank's export-finance documentation. If you claim RoDTEP, confirm the renewed RCMC is reflected before the next shipping bill.
Recurring compliance
Every April: pay the annual membership subscription if your council collects one (TEXPROCIL, EPCH and others). This is the date that actually lapses most often — set a standing reminder, not a diary note.
Every five years: renew the RCMC itself before 31 March of the final year.
Event-based: inform the council of material changes — change in constitution, change in authorised signatory, significant shift in product line, closure of manufacturing unit. A manufacturer exporter that shuts its plant but keeps renewing as a manufacturer is filing a false declaration.
Alongside: keep IEC active (it is lifetime but needs periodic confirmation of details on the DGFT portal), keep GST filings current, and renew the LUT each financial year — the RCMC is one pillar of the exporter stack, not the whole building.
Common mistakes
Treating the five-year certificate as the only date. The annual membership subscription lapses first and quietly. More RCMCs die of unpaid annual subscriptions than of missed five-year renewals.
Renewing with the wrong council. Product mix drifts over five years. A textile exporter that moved from cotton to synthetics should be talking to SRTEPC, not mechanically renewing with TEXPROCIL.
Filing in the last week of March. Council queries, fee mismatches and document gaps all need working days. A renewal filed on 28 March that gets a query on 30 March expires before it is approved.
Assuming Duty Drawback needs RCMC. It does not — but exporters who skip RCMC for that reason and later want RoDTEP or EPCG discover the gap at the worst time.
Letting the certificate lapse and continuing to claim benefits. RoDTEP claims and EPCG applications filed against an expired RCMC can be rejected, and in some councils a lapsed certificate needs re-issuance — with admission fees — rather than a simple renewal.
If the applicant is outside India
Foreign-owned Indian entities (subsidiaries, liaison-office-linked exporters) take RCMC in the Indian entity's name — the IEC belongs to the Indian entity, and so does the RCMC. There is no separate foreign-applicant track; the authorised signatory must hold a valid DSC or Aadhaar-linked e-sign usable on the DGFT portal. NRI-owned proprietorships follow the same route as resident ones.

The Registration-cum-Membership Certificate is your registration with the Export Promotion Council for your product line. It is the gateway document for Foreign Trade Policy benefits — RoDTEP, EPCG and Advance Authorisation all require one.
Five financial years: from 1 April of the licensing year in which it was issued to 31 March of the fifth year. The month of actual issue does not matter — an RCMC issued in November 2024 runs from 1 April 2024 to 31 March 2029.
Before 31 March of the final year of validity. Start at least a month earlier — January is comfortable, the last week of March is not.
On the DGFT portal through the e-RCMC service: select your council, choose renewal, fill ANF 2C with updated particulars, attach the expiring RCMC and current documents, pay the renewal fee, e-sign and submit. The digital certificate appears on your dashboard in about 7–10 working days.
No — customs clears shipments on IEC alone. But it is effectively mandatory for claiming FTP benefits: RoDTEP, EPCG and Advance Authorisation all require a valid RCMC.
No. Duty Drawback is a CBIC scheme, not a DGFT/FTP scheme, and is claimed on IEC and shipping bills without an RCMC.
The council follows your product, per Appendix 2T of FTP 2023. Agri and processed food: APEDA. Engineering goods: EEPC India. Pharma: Pharmexcil. Gems and jewellery: GJEPC. Textiles: TEXPROCIL/AEPC/SRTEPC depending on fibre. No dominant product line: FIEO.
The RCMC is the five-year certificate; the membership is your subscription to the council. Several councils collect the subscription annually every April. The certificate can say "valid" while a lapsed subscription suspends your benefits — track both dates.
At some councils the consequences are severe — TEXPROCIL treats non-renewal as leading to automatic cancellation of the RCMC, which stops your FTP benefits until the certificate is reinstated, usually via a fresh application with re-issuance fees. [NEEDS VERIFICATION — confirm current TEXPROCIL practice at renewal]
IEC, PAN, GST certificate, entity documents (incorporation/partnership/LLP papers), the expiring RCMC, product list with ITC (HS) codes, bank proof, authorised signatory's Aadhaar, board resolution or authorisation letter, and any council-specific declarations.
Yes, but some councils treat a lapsed renewal as a re-issuance — with additional verification and admission fees on top of the renewal fee. Expect three to four weeks instead of ten days.
Yes, and sometimes you should — for example, significant exports in both cotton and synthetic textiles may justify RCMCs from both TEXPROCIL and SRTEPC. Each council's certificate covers its product family.
Services exporters register with SEPC (Services Export Promotion Council). The five-year validity and renewal mechanics are the same.
Yes, in two ways: it supports the LUT route for exporting without payment of IGST, and it is the precondition for a merchant exporter procuring export goods from a manufacturer at 0.1% GST.
The application form for RCMC — new registration and renewal — filed on the DGFT portal under the e-RCMC service, addressed to the chosen council.
Council-specific. Indicative: EPCH's annual renewal is ₹5,000 + 18% GST; TEXPROCIL's annual member renewal is around ₹14,000 + 18% GST. Five-year block fees typically run ₹5,000–₹15,000 + GST. Confirm the current schedule with your council before budgeting. [NEEDS VERIFICATION — fee schedules change; confirm at apply time]
The Federation of Indian Export Organisations is the apex body of export promotion councils. If your product has no dedicated council, or you are a multi-product exporter with no dominant line, FIEO issues the RCMC under its multi-product category.
Do not mechanically renew. Check Appendix 2T for the council covering your new dominant product and discuss with us whether to renew with a corrected product declaration or move councils.
Digital. The e-RCMC is issued on the DGFT portal and appears on your dashboard. Some councils still ask for self-attested physical originals within 15 days of issuance — diarise it.
Yes. We maintain both the five-year RCMC expiry and the annual membership date on your compliance calendar and remind you in advance — the annual date is the one most exporters miss.
