Related Licences & Registrations
- CIBRC Registration: Every pesticide formulation needs registration with the Central Insecticides Board and Registration Committee before manufacture or sale — this is the key licence in this sector.
- Pollution NOC & Factory Licence: Chemical plants need consent to establish and consent to operate from the State Pollution Control Board, plus Factories Act registration.
- Fertiliser Control Order compliance: Fertiliser products must meet FCO specifications and need state-level authorisation for manufacture and sale.
ROC Filing Notes
- MCA may flag objects mentioning ‘pesticides’ or ‘insecticides’ for a second look — these are acceptable objects, but keep the wording to ‘manufacturing and marketing’ rather than anything implying regulatory authority.
- If handling hazardous chemicals, add objects covering safe storage, handling and transportation — pollution regulators, insurers and large buyers all look for this coverage in the MOA.
