- To carry on the business of operating cloud kitchens, ghost kitchens, centralised food production hubs, commissaries and delivery-only restaurant brands.
- To prepare, cook, package and deliver food and beverages through owned delivery fleets, third-party aggregators and proprietary ordering platforms, including subscription meal plans and corporate catering.
- To establish and operate dine-in restaurants, cafés, quick-service outlets, food trucks and kiosks, and to franchise food brands and kitchen formats.
- To develop and operate food-ordering mobile applications, websites and logistics software for order management, kitchen display systems and last-mile delivery tracking.

Related Licences & Registrations
- FSSAI licence: mandatory — central licence for multi-state or cloud operations, state licence for single outlets. No kitchen runs without it.
- Fire NOC and Shops & Establishments: needed for every kitchen facility, including delivery-only units.
- Eating House licence (police): required in several states and cities for food-service premises.
- GST registration: food delivery crosses the threshold fast; registration also matters for input tax credit on rent and equipment.
ROC Filing Notes
- Cloud kitchens are a food business first. Lead with food preparation, not ‘technology platform’, or ROC may question the NIC 56 classification.
- If delivery runs on your own fleet, mention logistics; if it runs through aggregators, do not overclaim — MCA has asked companies to clarify exactly this.
- Give franchising its own clause. Mixing ‘operate kitchens’ and ‘franchise brands’ in one clause reads as two businesses jammed together.
