  2. To carry on the business of providing contract labour, temporary staffing, payroll management and facility management services, and to act as manpower supply contractors.
  3. To provide human resource consultancy services including organisational design, compensation structuring, background verification, skill assessment and employee training programmes.
  4. To establish and operate job portals, recruitment platforms and assessment centres, whether physical or digital, for connecting employers with job seekers.

Related Licences & Registrations

  • Contract Labour (Regulation & Abolition) Act licence: mandatory if deploying 20 or more contract workers at a client site.
  • Emigration Act, 1983 registration: required as a Recruiting Agent before placing workers overseas.
  • Shops & Establishment registration: required in the state of operation.

ROC Filing Notes

  • ‘Overseas placement’ in the objects is fine, but the actual business needs an Emigration Act licence — MCA will not check this, the Protector of Emigrants will.
  • Avoid the term ‘employment exchange’ — it suggests a government function and can draw an objection.
  • Payroll outsourcing is a service, not a financial product — keep ‘fund management’ language out of the objects entirely.
